In 1955, Herbert I. Winer defended his dissertation on the Great Mountain Forest. The study sought to ” (1) determine the general nature of the pre-colonial associations in the Forest region; (2) to reconstruct the treatment of the Forest since settlement began in the eighteenth century; and (3) to assess the effects of treatment on the present Forest,” (Winer, 11). The dissertation concentrated on land surveys, land records, field studies, and other historical materials to make its conclusions.
